Manitowoc Public Utilities is directed by a General Manager who in turn reports to the Public Utilities Commission.

Alex Allie
Commissioner Alex C. Allie, has served as a member of the MPU Commission since 2015 and works as an area real estate developer specializing in commercial, industrial and multifamily real estate. In recent years he has focused on reinvigorating commercial shipping in the port of Manitowoc. Alex has both a Bachelor’s Degree in Business Administration and a Bachelor of Arts Degree in German from St. Norbert College. Alex may be contacted at aallie@mpu.org. David Diedrich
Commissioner David J. Diedrich has served as a member of the MPU Commission since 2006. He is a retired officer and Vice President – Senior Business Banking Officer of Nicolet National Bank, a community bank specializing in Commercial and Agricultural lending. He brings to the Commission nearly 40 years of business experience in both the public and private sectors. Dave possesses a Bachelor’s Degree in Business Administration from UW-Green Bay, and an MBA from the University of Notre Dame. Dave may be contacted at ddiedrich@mpu.org. Daniel R. Hornung
Commissioner Dan Hornung has served as a member of the MPU Commission since 1991. He is President of ROYDAN Enterprises, LTD, a Manitowoc based software development company. Dan also serves on the Manitowoc City Plan Commission, of which he has been a member for over 30 years. Dan is a Professional Engineer with a Bachelor’s degree in Civil Environmental Engineering from the University of Wisconsin. Dan may be contacted at dhornung@mpu.org.
Scott McMeans
Commissioner Scott McMeans began serving on the MPU Commission in 2023. He is the Vice President of Operations for Doneff Companies, LLC; a local property management and development company. He brings to the commission over 30-years of business experience and served 12-years as an alderman on the Manitowoc City Council. Scott completed his Bachelors of Science degree from the University of Toledo and Masters in Business Administration at Rutgers University and Lakeland College. Elizabeth Roberts
Commissioner Betsy Roberts began serving on the MPU Commission in 2023. She is currently the Director, Center of Malting Excellence at Briess Industries, Inc., where she leads aspects of malting performance and process optimization, recipe management, sustainability, and malting continuous improvement initiatives. Most recently, she has been involved in providing technical support for various new and ongoing improvement projects within the company. Betsy has a Bachelor of Science Degree from the University of Wisconsin-Madison, majoring in Biochemistry and Food Science. Betsy may be reached at broberts@mpu.org.

Troy Adams, General Manager, non-member
The Commission shall consist of seven commissioners. Five commissioners shall be citizens of the City who shall be elected by the Common Council for a five-year term beginning on the first day of October. Existing commissioners shall serve the remainders of their present terms of office. The Mayor and a member of the Finance Committee shall serve on the Commission as ex-officio members.
