Lead Service Line (LSL) Loan Application

The City of Manitowoc (“City”) finds that the replacement of private lead service lines protects public health and promotes the general welfare of City residents. The City agrees to facilitate loans to property owners to replace private lead service lines by treating principal and interest repayments, fees and other charges for these loans as special charges eligible for inclusion on the tax bill for these properties.

hereby make(s) application for consideration of a City LSL loan for the replacement of the privately owned lead or galvanized iron water service line at the following location (address):

Property Owner agrees to the following conditions:
  1. The Property Owner is not delinquent on any City or County taxes or special charges, including Manitowoc Public Utilities (“MPU”) utility bills.
  2. The Property Owner acknowledges that the service pipe, fittings and appurtenances from the watermain to the building control valve (before the water meter) into the premise served is owned by the property owner. The property owner shall grant access of MPU personnel to verify the water service material is lead or galvanized iron between the watermain and the home.
  3. It is anticipated that from time to time the Wisconsin Department of Natural Resources ("WDNR"), United States Environmental Protection Agency ("USEPA") or United States Congress will make funds available to the water utility or the city ("outside funds") that are earmarked to fund the replacement of lead service lines. This outside funding could be applied to the initial replacement expense, or could be applied towards recorded special charges. There is no guarantee that outside funds will be made available to the property owner.
  4. The Property Owner agrees MPU, and its employees, agents and contractors, to have access to the property as needed to replace all lead or galvanized iron portions of their water service. Partial replacements of a lead service line does not qualify for loan assistance. The Property Owner agrees that all water service replacements shall be at the property owner’s expense, minus any outside funding. The Property Owner will qualify for the LSL loan for any portion that is of lead or galvanized iron material.
  5. When the City, MPU, or their Contractor cause the replacement of the lead service line, the expense shall be invoiced to the property owner (minus any outside funding).
  6. The terms of the City LSL loan shall include a maximum 5-year repayment period with an interest charge of 2.25% per annum. In no case will the loan provided by the City exceed $8,000.

Submittal Requirements:
  1. This City LSL Loan Application, signed.
  2. When applicable, Plumber/Contractor quotation for the LSL replacement, detailing the estimated costs of the LSL replacement. Eligible LSL costs do not include landscaping.

Upon qualification of the City LSL Loan Application, the City agrees to:
  1. Provide an LSL Loan Agreement to be executed between the City and the Property Owner, indicating the approved City LSL loan amount.
  2. Upon proof of completion satisfactory to the property owner and the City or MPU, the City or MPU shall pay the contractor(s) directly on behalf of the property owner up to the approved City LSL loan amount.
  3. The City LSL loan amount shall be considered a special charge, and each year's annual installment shall be levied onto the property tax bill of the subject property as a special charge and be a lien against the subject property pursuant to Wis. Stat. § 66.0627.


The undersigned owner or Authorized agents thereof, acknowledges and agrees to abide by the above conditions of the City LSL Loan Program.
